The Frederick Area Elementary School Title I
program defines participation of parents in regular, two way, and meaningful
communication involving student academic learning and other school
activities ensuring that parents play an integral role in assisting their
child’s learning; that parents are encouraged to be actively involved in
their child’s education at school; that parents are full partners in their
child’s education and are included in decision-making and on advisory
committees to assist in the education of their child.
I. The Frederick Area Elementary School agrees
to implement the following statutory requirements:
- After consultation of parents of participating children in an
Annual Parent Advisory Council meeting, implement a Title I Part A
program, activities and procedures for involvement of parents in the
Frederick Elementary School;
- Work to ensure the inclusion of a School/Parent/Teacher compact
in the Title I program and distribute to all participants of the
Title I program;
- Incorporate the district wide parental involvement policy into
the Consolidated Application;
- Provide full opportunities for the participation of parents with
LEP, parents with disabilities, and parents of migratory children in
an understandable and uniform formats and, include alternative
formats upon request to the extent practicable in a language parents
understand;
- After consulting with parents concerning the Consolidated
Application, submit to the State Department of Education any
comments from parents of participating children that feel portions
of the plan are not satisfactory
- Inform parents and parental organizations of the purpose and
existence of the organizations such as the Parental Information and
Resource Center.
II. Through annual meetings, Parent Advisory
Council, phone or email communication, quarterly progress reports, weekly
Friday folders, parent/teacher conferences, and internet parent portals, the
Frederick Elementary School will provide parents of participating children:
A. Timely information about the high
quality curriculum in use at the elementary school and the Title I
program
B. Explanation of the forms of academic
assessment used to measure student progress
C. Explanation of the proficiency levels that
students are expected to meet
- Provide assistance to the parents of children served by the
school so that they can further understand topics such as the
State’s academic content standards and State student academic
achievement standards, and the requirements of this part and how to
monitor a child’s progress.
- Provide trainings, tools, and other appropriate techniques will
be provided to help parents and to foster parental involvement in
the education of their child.
- Help coordinate and integrate to the extent that is economically
feasible and appropriate, parent involvement programs and activities
with Head Start, Even Start, Reading First, Even Start, Parents as
Teachers, and public preschools and conduct local programs to
promote and support parent involvement. All programs and materials
will be expressed in a format and language parents can understand.
III. Use a Student/Parent/Teacher compact
of Title I children served that outlines how parents, the entire
school staff, and students will share the responsibility for
improved students academic achievement.
The goals of the Title I program are to
improve educational opportunities for students by helping them to
succeed in the regular classroom, to attain grade level proficiency,
and to improve achievement in basic and more advanced skills.
Together we can learn and work to achieve these goals.

1. Attend school regularly.
2. Complete and return homework assignments.
3. Observe regular study hours.
4. Always try to do my best in my work and in my
behavior.
5. Show respect for myself, my school, and other
people.

Teacher Agreement: It is important that students
achieve. Therefore, I will strive to do the following.
1. Provide necessary assistance to parents
so that they can help with the assignments and provide information
about student progress.
2. Believe that each student can learn and
help each child grow to his/her fullest potential.

instruction through adoption of scientifically based curriculum
strategies.

enables students to meet/exceed academic achievement standards.
